Of course it’s possible, I do it all the time. Of course the difficulty depends on where in Houston you’re going and where in Austin you’re starting.
You can take 290 all the way from North Austin to Houston with no tolls, with 290 ending at the 610 loop which can get eventually get you where ever in Houston you want.
From South Austin you can take 71 to I-10 and just stay off the toll part of 71 around the airport. From I-10 in Houston you can take 610 to which ever high way you need to get to.
Now if you need to get to a suburb in the outskirts of Houston, it will add some extra time (or a lot of extra time if during rush hour) by not taking 99 or the Beltway, but it can be done.
