Event Description

IAL3 represents the highest level of identity verification, requiring physical presence either in-person or remotely under supervision and biometric comparison against evidence presented as ID evidence. Furthermore, this level requires authenticators to be assigned subscribers.

NIST Special Publication 800-63B Enrollment and Identity Proofing provides requirements on how credential service providers (CSPs) enroll an individual, verify their identity proofing results, and inform all relying parties of those results.

IAL3 Compliant Solution

NIST (National Institute of Standards and Technology) establishes industrial measurements and standards related to cybersecurity, digital identity and authentication/federation assurance levels (AALs) in order to reduce risks such as impersonation fraud or other security threats.

NIST 800-63A IAL3 allows organizations to secure future-proof identities and accelerate digital transformation securely when combined with a Zero Trust identity architecture. This pairing helps organizations combat evolving threats such as credential theft and AI-generated impersonations attacks.

Remote Proofing

IAL3 identity proofing in remote scenarios involves using document verification, biometric matching and liveness detection together in order to simulate the same level of trust as in person. Liveness detection uses prompts or actions such as tracking head movements, analyzing skin color changes or detecting blinks as means to prevent any forms of spoofing or replay attacks.

Modern identity proofing must strike a balance between security and accessibility. It should accommodate a diverse group of individuals - residents from rural areas or remote workers, for instance - using secure digital processes and multiple checks, while at the same time taking care to minimize 

Adaptive Proofing

Adaptive proofing methods such as chat, video, facial recognition with liveness detection and document authentication allow remote, unattended identity proofing by allowing CSPs to assert IAL2 or IAL3 attributes on behalf of an RP. They facilitate continuous identity assurance beyond just single point-in-time checks and align with NIST 800-63A IAL3 spirit.

NIST recently updated its security framework to accommodate modern identity technologies and threat landscapes. The fourth version (NIST SP 800-63-4) retains its tripartite structure but refines requirements to better match modern identity systems, such as biometrics or user-controlled wallets.
